Anti-Terrorist operation: Summary for August 7, 2014

Terrorists continue to build up their forces in Snizhne, Luhansk, Alchevsk, Stakhanov and Donetsk. The build up of armored vehicles, namely, tanks indicates an accumulation of the attack forces outside the city limits. The First Chechen War showed Russia that the use of tanks in a city is not effective.

In the near future we can expect attacks against the Ukrainian forces in the area of Dmytrivka and Marynivka. The attack itself will be from the area of Zalisne (located between Snizhne and Miusynsk). The attack is likely to be aimed at the Snizhne – Manuilivka – Petrovske – Donetskyi Kriazh – Marynivka. And if “by accident” there are some groupings of Armed Forces of Ukraine in that area, the situation will be similar to the incident in Chervonopartyzansk. We have repeatedly pointed out about the need to destroy transportation links used by the terrorists. It is necessary to demolish all bridges over the Horikhova river in the area of Manuilivka in order to cut off reinforcements from Snizhne. It should be noted that the terrorists have up to 50 tanks in Snizhne. The terrain in that area is difficult to traverse, there are many rivers; all these are enough to create a barrier against heavy armored vehicles. However, this is only of current importance if the enemy still has not settled in the Donetskyi Kriazh Reserve. Judging by the fact that the Ukrainian forces had to withdraw from the top of Savur-Mohyla, it is most likely that the terrorists have already settled down there. Donetsk

As for Donetsk the artillery duels continue. The Ukrainian forces try to hit terrorist targets located far away from the residential areas. The terrorists in response to the Ukrainian forces shell residential areas as well. Perhaps this is done on purpose so that during the next “briefing” no one has doubts as to the humanitarian catastrophe in the region.

The terrorists continue to accumulate their forces in the Mariupol direction that is where the possibility of a counter-attack towards the sea remains quite high. The only good news is that the Ukrainian forces do not try to enter the city from the direction of Marinka anymore. Perhaps they started to regroup towards more threatened directions.

Ukrainian forces are not very active in the north of Donetsk. It really does not make sense to continue the attack on Yasynuvata and further stretching into a narrow corridor between Horlivka and Donetsk until the problem with Makiivka and Khartsyzk is solved. The reason is that the terrorists could easily thrust forward, cutting off the attack group in that corridor. We are now waiting until the command is ready for an attack from Debeltseve towards Yenakiyeve and then further towards Makiivka. The terrorists are most likely waiting for the same judging by the fact that the artillery in the morning began to work from Donetsk toward Makiivka.  They are either zeroing in their artillery for the future, or are panicking and think that the Ukrainian forces are on the offensive there already.

Finally we should note that the composition of the terrorists has changed, residents say they see new characters in the streets.

Horlivka

The situation with Horlivka is not that simple. A large number of field roads between Horlivka and nearby settlements enables terrorists forces to move secretly and attack by the Ukrainian Forces by surprise.

Pervomaisk / Stakhanov

Pervomaisk remains unassailable, terrorists constantly counter-attack toward Popasna. Such counterattacks draw off parts of the Ukrainian forces from other directions (for example, Shakhtarsk). Besides, the terrorists continue to accumulate their forces in Stakhanov. We wrote about headquarters reserves in our summary yesterday. The possibility of attack on Debaltseve from Brianka and Alchevsk (a fairly large grouping of terrorist forces is located there) remains high.

Luhansk

New reinforcements (both manpower and military equipment) have arrived here from the Russian town of Donetsk (Rostov region). The terrorists are resisting the Ukrainian forces advance from the northern direction and from time to time they also shell the Lutuhyne grouping of the Ukrainian forces. We have previously noted that the availability of road networks between Shchastia and Luhansk via Malynske forest can lead to encirclement of the forces advancing on Luhansk from the north. We do not deny that this idea looks quite daring but do not forget that the Ukrainian forces are waging war on irregular armed groups whose tactics are often unexpected maneuvers. Taking into account the terrain on the right bank of the river Donets, we can expect surgical strikes aimed at the rear of the attacking Ukrainian forces.

A Concluding Comment

We are often asked why we so rarely please our readers with good news, and why our forecasts are always quite skeptical. We believe that while the war is going on in the East and most of Ukraine still does not feel the full responsibility for the future and the freedom of Ukraine, it is inappropriate to dream about an imminent quick victory. Instead, it is high time to finally realize that we are waging war not against a bunch of a rabble terrorizing the cities in the East but with specially trained mercenaries who are supplied with weapons, equipment and reinforcements from the Russian Federation. The fine line between the full-scale invasion and constant reinforcements almost vanishes. Does it make any difference if the terrorist firing at you has a military card proving that they serve in the Armed Forces of Russia or not? The result is the same, our freedom and independence are encroached upon and we must respond to this encroachment with lightning speed, and directly, by mobilizing all efforts. The stake in this war is much higher than just life, the stake is the future of our children.

Whereas the issues of state's federal structure or the autonomy of certain regions (Putin's wishes), may only be decided at a national referendum, not in Moscow or Berlin. In his speech at Munich Security Conference, President of Ukraine Petro Poroshenko presented the passports and military service cards of Russian soldiers who "must have gotten lost in Ukraine" and were detained by Ukrainian military.

    Arm Ukraine and force Putin back to the negotiating table

    Russia, despite its repeated denials, is sending large quantities of military equipment to the Donbas region of eastern Ukraine along with 9,000 of its troops. Movement of Russian forces, including the Pantsir-S1 missile system, are being tracked by think tanks and western intelligence agencies. Only Russian professional (not conscript) troops and intelligence officers can operate highly sophisticated Russian military equipment – not irregular separatist forces.

    Respected Russian military analyst Pavel Felgenhauer has concluded that the aim of Vladimir Putin, Russia's president, is to destroy Ukraine's independence by installing a satrap in Kiev similar to Chechen warlord Razman Kadyrov, thereby ending Kiev's goal of integration into Europe.

    Putin reportedly told German Chancellor Angela Merkel that Kiev should deal with the separatists by buying them off with autonomy and money as he had in Chechnya, which to her was unacceptable.

    Russia and its separatist proxies have never abided by the September Minsk peace accords and last month tore them up and demand a new agreement that would lend legitimacy to their territorial gains. Military assaults have claimed a growing number of civilian lives, including 40 in rocket attacks on the port city of Mariupol and a Luhansk hospital, with the total number of civilians killed rising to 5, 500, according to the UN. Growing numbers of combatants continue to die on both sides, as illustrated by these gruesome photos of a column of 16 Russian and separatist tanks that was destroyed yesterday.

    In the face of the new Russian-backed offensive, pressure on US President Barack Obama to send defensive military equipment to Ukraine is becoming ever more intense. The release of a report for the Atlantic Council of the US by eight US ambassadors calling for military assistance was published along with a crescendo of commentaries in The Times, The Guardian, The Financial Times (here, here andhere), The Wall Street Journal (here and here), The Washington Post, The New York Times, The American Interest, The Christian Science Monitor, The Atlantic, The New York Post, The Boston Globe, The Los Angeles Times and Spiegel Online.

    This chorus of support was backed by influential former US National Security adviser Zbigniew Brzezinski and former Secretary of State Henry Kissinger. A bipartisan group led by Republican and Democratic Senators Rob Portman and Dick Durbin called for military assistance to Ukraine "to defend its sovereign borders against escalating Russian aggression".

    The New York Times reported that the US was considering supplying arms to Ukraine, something reportedly confirmed by Douglas Lute, the US Ambassador to Nato. Ashton Carter, President Obama's choice to become his fourth Defence Secretary, said three days later he was "very much inclined" to provide arms to Ukraine to fight Russian-backed separatists.

    Ukraine has been seeking western weapons since the summer of last year but so far has received only non-lethal equipment such as winter clothing, bullet proof vests and night vision goggles. The US did send 20 light counter-mortar radars late last year and, with two-decades of cooperation in Nato's Partnership for Peace programme, is beginning to train four companies of Ukraine's National Guard.

    Arguments against the supply of weapons, the Wall Street Journal wrote, "look increasingly naïve". Nevertheless, Canadian commentators have pointed to Ukrainian corruption (see here and here) and the presence of "UkrainianNazis" as a way perhaps to justify the Stephen Harper government's decision not to providie military support. High levels of corruption never stopped the supply of Canadian military equipment and special force trainers to Pakistan, Iraq and Afghanistan. Although Putin and the Russian media have repeatedly raised accusations of"fascism" in Ukraine, it is the Russian (rather than the Ukrainian) regime that more closely resembles the political science definition of "fascism".

    Nato will not send weapons to Ukraine but the UK, Poland and Canada would follow the US lead. President Obama is fighting against his own Democratic party if he sticks with the position of Chancellor Merkel, who continues to put naïve faith in a peaceful solution.

    Economic sanctions (helped by falling oil prices) have not discouraged Putin's reckless and bloody intervention in eastern Ukraine. Some of those advocating military support to Ukraine believe – as in the 1980s through weapons supplied to the Afghan Mujahedeen – that only a growing number of casualties will force realignment in Russian policy to that of public opinion, two thirds of which is against intervention in eastern Ukraine.

    The Donbas conflict, engineered and sustained by Moscow, is already Europe's worst security challenge since World War II. There have been 40 close military encountersin the air between Russia and the west since the annexation of the Crimea in March last year. Putin believes he is fighting a "Nato legion" through alleged Ukrainian proxies and has always claimed the Euromaidan revolution was a western-backed coup. Russian soldiers dying at the hands of western weapons would return the world to the Cold War of the 1980s, although it remains unclear which US congressman would today step up as the new Charlie Wilson.

    Putin will stop his destabilisation of Ukraine and return to negotiations only when western arms equalise both sides on the battlefield.

    Тарас Возняк: Парадокси польської геополітики

    З одного боку бачимо явну чи латентну консолідацію Континенту (Світового острова). Росія зайняла гостро опозиційну диспозицію щодо США+. Китай – у вичікуючій диспозиції. Ряд країн ЄС, які традиційно тяжіли до Континенту (Німеччина, Австрія, Франція – див. Т.Возняк: Проблема німецького вибору у російсько-українській війні) є у двозначній диспозиції. Вони тісно пов'язані/нейтралізовані Світовими океанами. Однак у випадку Німеччини так само тісно пов'язані/напівнейтралізовані Росією. Але щодень то більше пов'язані/напівнейтралізовані Китаєм, де у ФРН маса проектів та планів. Окрім того, на всі ці пов'язаності/напівнейтралізації накладається ще й шлейф традиційного континентального політичного мислення та позиціонування.

    З іншого боку бачимо, як у формальний і не формальний спосіб консолідувалася традиційно антиконтинентальна англосаксонська ліга у складі США, Канади, Австралії, Нової Зеландії, Великої Британії.

    І, ще раз повторимося, в точності з передбаченням Маккіндера до антиконтинентальної ліги долучився колишній центральноєвропейський "санітарний коридор", який тільки змінює свою назву (Міжмор'я, УЛБ, ГУАМ, Вишеградська четвірка). Однак від зміни назви його "санітарна", "ізолююча" функція не змінюється.

    Сьогодні у склад віртуального неформалізованого Міжмор'я ситуативно входять Польща, Україна, Литва, Латвія, Естонія, Румунія, Молдова. В принципі, там є місце і на Білорусь та Грузію. І деякі кроки Білорусі Лукашенка підтверджують, що і вона у непрямий спосіб майже непомітно, проте дрейфує, наскільки може, у тому ж напрямку.
