Quriltai (assembly) of the Crimean Tatar people decided to start creating the Crimea national territorial autonomy. This is stated in the resolution adopted by the extraordinary session of Quriltai, BBC Ukraine reports. Chairman of Majlis (governing body) of the Crimean Tatars, Refat Chubarov said that this document does not recognize the annexation of the Crimea and Ukraine’s loss of the peninsula. He also suggested that the Crimean Tatars could hold a national referendum to confirm their desire to have autonomy.

“This Quriltai of the Crimean Tatar people, decided to announce the launch of political and legal procedures of creating the national autonomous territory of the Crimean Tatar people in its historic territory – Crimea,” the document reads. Quriltai also instructed the Majlis to establish relations with international organizations such as the UN, Council of Europe, EU, OSCE, etc., and with State governments. Quriltai urged these organizations and governments to support the right of self-determination of the Crimean Tatar people.

The President of Tatarstan, Rustan Minnikhanov said he was willing to mediate in the dialogue between the leaders of Majlis and the President of the Russian Federation Vladimir Putin. Earlier, First Deputy Speaker of the Crimean Parliament Grigoriy Ioffe said that the new Constitution of Crimea would probably not contain rules on quotas for Crimean Tatars. Earlier, the authorities of peninsula promised a 20% quota for Crimean Tatars in government.

According to Joffe, Russian law does not provide such a rule, so it cannot be present in the Basic Law. All other warranties will be provided to the Crimean Tatars. Earlier, on March 16, a so-called referendum was held in Crimea. It was initiated by the self-proclaimed authority of a Crimean autonomy. The voter turnout at the “referendum” has exceeded 80% of the population and 97% of the participants voted for joining the Russian Federation.
