Klitschko announces 8 steps to resolve crisis in Ukraine

The parties to the Budapest Memorandum must ensure that the Russian Federation complies with its obligations to preserve the sovereignty, independence, and territorial integrity of Ukraine,  Vitaliy Klitschko, leader of UDAR and presidential candidate, told 1+1, a national television channel in Ukraine.

Klitschko stressed that, in order to resolve the conflict and prevent military aggression by Russia, eight issues need to be addressed:

  1. Immediate withdrawal of Russian Black Sea Fleet troops to the permanent base in the Crimea;

  1. Immediate withdrawal from the territory of Ukraine of the forces and equipment of the Russian Armed Forces that have illegally entered the territory of Ukraine;

  1. Amendments to the agreement governing the presence of the Russian Black Sea Fleet in Ukraine in order to prevent any future threat to the territorial integrity and sovereignty of Ukraine;

  1. Unequivocal confirmation by Russia of its obligations under the Budapest Memorandum;

  1. The establishment of a mechanism for bilateral consultations in the event of a threat to the territorial integrity and sovereignty of Ukraine;

  1. A review of the appeal by the President of the Russian Federation to the Federation Council of Russia on the use of the Russian Armed Forces in the territory of Ukraine and revocation of the decision;

  1. Guarantees for the protection of the linguistic and other cultural needs of Ukrainians residing in the territory of Russia; and

  1. Immediate extradition to Ukraine of former president Yanukovych, who is accused of mass murder and other violent crimes against the citizens of Ukraine.
