Who abducted Lutsenko, Verbitskiy and Bulatov?

Death squads covered up by MIA operatives? The events of recent months indicate that a powerful and deeply conspiratorial terrorist organization works in Ukraine, Aleftina Major writes.

Snipers of this organization open fire on a crowd of people, militants kidnap people directly from hospitals, carry out mass arsons of EuroMaidan activists’ cars, buildings, make threats and attack the houses of activists. Special resonance was caused by the attacks on well-known journalist Tetiana Chornovol, abduction and torture of Ihor Lutsenko and Dmytro Bulatov, abduction and murder of Yuriy Verbytskiy, abduction and beating of two Russian reporters Nikita Perfiliev and Anton Zakharov. Currently 36 Euro Maidan activists are missing. According to the statements of opposition leaders, the death squad operation is organized by the leadership of the Ministry of Internal Affairs of Ukraine, and the executors are thugs, hired by “alcohol mafia.” We hope that the police and prosecutors will finally give an official response to the allegations of the opposition, since continued silence will only confirm all versions voiced against the leadership of the Ministry of Interior. In the meantime, the information on terrorists comes from unofficial sources in law enforcement agencies.

The following is obvious: terror in Ukraine is of political nature, the acts of terrorism are carried out exclusively against opponents of the current regime of Viktor Yanukovych. There are no traces of terrorists, but they operate quite freely, which indicates confidence in their impunity.

Hence, a logical assumption is the involvement of representatives of the state in the organization of these crimes. If we consider this version, we can easily find a lot of supporting details, which until now have not received any official interpretation for some reason.

Every resident of Kyiv has repeatedly witnessed how quickly the police can seal off key roads to intercept criminals. Now all transportation hubs are blocked by numerous posts of traffic police (SAI), their check points work around the clock at all entrances and exits to and from the city. Police works in an emergency mode massively pulling over vehicles for inspection.

However, abduction of Ihor Lutsenko and Yuriy Verbytskiy on January 21 was absolutely safe for kidnappers. They were abducted directly from Alexandrovska Hospital reception hall in downtown Kyiv! It was in the midst of clashes on Hrushevsky Street and police officers who were taking depositions from the wounded and doctors on the causes and nature of injuries were present in the hospital. There are guards at the entrance to the hospital that do not allow unauthorized vehicles onto the territory without checking documents. Nonetheless, 10 unknown broke into the reception hall, abducted Lutsenko and Verbytskiy, and drove them across the city to Boryspil rayon. There is only one route in that direction to exit the city, Bazhana Avenue, that always has traffic police checkpoints at the city exit, and is under video surveillance.

So, the 10 unknown criminals feared no clashes with the police, and acted openly. The police that received the information about the incident instantly, did not take any measures to apprehend the abductors. Despite the verification of documents by hospital guards, despite video surveillance of the abduction by numerous surveillance systems, the police showed complete inaction. One would agree that the crime was not only impudent, it was demonstrative.

These numerous coincidences almost directly indicate the involvement of Ukrainian authorities in the organization of death squads. Obviously, the 10 thugs had legal documents and powers that allowed them to commit unlawful acts openly.
And it is not surprising that the authorities do not show any results in the investigation of terrorist activity in Kyiv.

Oleksiy Grytsenko, one of the leaders and founders of AutoMaidan said this about the abduction of AutoMaidan activists: ” Oleksiy Chebotarev is behind the abductions, beatings and titushki operation. He is the man who controls the illegal alcohol market, has several convictions, but communicates directly with top officials of the country… If something happens to Dmytro Bulatov or other AutoMaidan activists, these people or their subordinates will be the executors of this. I have already pointed out the customer earlier. Unfortunately, law enforcement agencies are working together with the underworld.”
Grytsenko’s allegations were confirmed by the sources of MP Volodymyr Yavorivskiy (Batkivshchyna) who indicates that the actions of criminals are coordinated by people from the inner circle of President Yanukovych: “The traces of Dmytro Bulatov’s abduction lead to Deputy Head of the Presidential Administration Yuriy Chmyr.”

Who is Oleksiy Chebotarev? And who are his government connections? Why terrorists act with such impunity?

According to opposition sources in law enforcement agencies, terrorist attacks against EuroMaidan leaders may be directly organized by Interior Minister Vitaliy Zakharchenko. The details of “special operation” are almost identical with the organization of murder of reporter Georgiy Gongadze in 2000 and abduction of activist Oleksiy Podolskiy by special police force – Kravchenko “eagles,” the Minister of the Interior at the time.
Let’s recall, special forces of the Ministry of Interior under the command of criminal search department Major General A.Pukach abducted and killed Gongadze on September 17, 2000. For 3 years the authorities denied any involvement in the crime, a massive propaganda convinced the public of “provocations” against President Kuchma, argued that the murder of the reporter was illogical and unnecessary, that Gongadze was supposedly alive and hiding abroad, allegedly for his own PR. But in 2003, the PGO arrested a group of employees of the Interior Ministry headed by General Pukach himself, who fully admitted their involvement in Gongadze’s murder, and told all the details of the crime.

The 7th Main Criminal Search Department of the Ministry of Interior (intelligence) is one of the most secret police units. Just like in Minister Kravchenko’s times, today it is the main tool for holding covert operations in the interests of Zakharchenko. The personnel of the 7th department have the legal right to commit offenses during missions. They are lawfully provided with several sets of documents and legends for undercover work, they do not disclose their status to anyone.

This is how Segodnya newspaper describes their capabilities: “The cars have operational plates for cover. They have several sets of plates for going in and leaving the scene. They use other elements of disguise: fishing rods, roof racks, spoilers and more. If a car is pulled over by traffic police (and they often have to break traffic rules not to lose the object of surveillance), they simply do not stop. A second or third car could stop and show documents. If a traffic policeman is too principled and insists on writing a report, they say: do it! And then they report to their management, who “put out fires”. But the intelligence staff is not compromised”.

These are unique opportunities, aren’t they? You got reliable fake documents, do what you want, and you can be sure that no one will stop you, and if someone does – you will be covered up. They also can be given a special MIA document, which protects from arrest, search and from being pulled over by any police officer. And then after the operation you simply dump the used set of documents, change car’s plates – and that’s all, you do not exist. The most important thing is that your anonymity is protected by law and by those, who give you orders. Operations of the “seventh department” leave nothing behind except records in service and surveillance logs. However, as the Pukach trial shows, the management of the department could easily wipe out all the evidence themselves.

In other words, according to the opposition sources, the department of criminal search of the MIA can be directly implicated in the abduction of Ihor Lutsenko, Yuriy Verbytskiy, Dmytro Bulatov, and the attack on Tetiana Chornovil.

According to the sources, on January 20, on the eve of assault on Lutsenko, his photo and description were demonstrated at the meeting of operatives of the 7th Dept, which was held by the chief of police operational service in Kyiv Serhiy Podgorniy.
Thus, the Lutsenko operation could have been authorized. At least, there is reason to believe that the time of Lutsenko’s abduction could be accompanied by the “external surveillance” of the MIA. And this version requires immediate verification.

Who abducted and tortured Lutsenko, Verbytskiy and Bulatov? According to the opposition, some criminal groups could be the performers. These groups may be closely associated with the Interior Ministry and have experience in joint operations.

The key to this version became the car, which was used to abduct Lutsenko and Verbitskiy from the hospital. Igor’s friends saw him being taken away in Mercedes Viano, license plate AA 21-50 VR.

In result of informal investigation, the opposition learnt that this car was implicated in another high-profile crime in Kiev – the attack and arson of Aura restaurant on November 23, 2012 – an incident, where two people were killed – the restaurant employees Yakovleva and Stupak.

The car gave a little thread, which leads to an interesting coincidence, which proved to be worth further research. Among the individuals that were part of the police investigation of this crime that remains unsolved, there are young people from the circle of Serhiy N, one of the accused in the case of the assault on journalist Tetiana Chornovil! Of course, this is just a working version. Of course, the evidence should be received officially. But since there is no progress in the official investigation and no information is provided to the public, the society is forced demand a response from the authorities to these and other questions.

There is a reason to believe that this group of “athletes” is involved in the abduction of EuroMaidan activists. Their base, according to unofficial sources of the opposition, is located at 17 Staronavodnitskaya Street. It is a white building next to the MTS office. The group of “athletes” is supposedly headed by Aleksey Vasiliev.

Oleksiy Vasylyiv is supposedly a direct manager of the “athletes” with up to 200 “troops”. They work directly for Oleksiy Chebotarev.

What is the basis of Oleksiy Griysenko’s statements and who is Oleksiy Chebotarev, who is publically accused by AutoMaidan of particularly serious crimes? Why didn’t this gentleman speak to the public, did not express his attitude to the charges made?

Oleksiy Chebotarev is the kingpin of illegal alcohol and vodka market in Ukraine. Tens of billions UAH go through his hands, and then syphoned off to offshore companies and “common whip funds”. According to official vodka producers, the illegal market now reaches up to 70% of all sales.

To control this illegal empire, in comparison with which Al Capone’s bootlegging is a bleak shadow, they need fighters ready for anything.

Chebotarev is known to be a very religious person. Thus, he has a very special relationship with the Oleksandriv Hospital. He was one of the main patrons of construction of the church on the hospital premises, and often visits it. He is also a friend of Reverend Pavlo, the prior of Kyiv-Pechersk Lavra, and a parishioner of Elias Church at Podil.

Chebotarev got his powers and monopoly on alcohol and vodka not accidentally – he directly communicates with all ministers and security officials, as well as with Deputy Head of the AP Yuriy Chmyr, who has recently been put in charge of the Administration’s information policy and wages war against EuroMaidan in cooperation with Interior Minister Zakharchenko and the head of the AP Klyuev.

His resources allow solving any problems to please his patrons.
iIt is highly probable that these people stand behind the assault on Tetiana Chornovol, the abduction and torture of Ihor Lutsenko and Dmytro Bulatov, the abduction and murder of Yuriy Verbytskiy.

It is highly probable that these men acted under control, and possibly with the help of individual members of the MIA.

It is highly probable that they will continue their criminal activity. Only a public outcry today can provide protection against continued terror attacks on EuroMaidan.

We don’t have any hope for objective investigation by the law enforcement agencies – their passivity is highly suspicious. Obviously, the abovementioned versions require the creation of an independent investigative commission led by MPs of the Verkhovna Rada and with the involvement of independent international experts.
