January 22nd, 2014. Maidan proclaims alternative Parliament

At 18:00 on January 22nd the Public Assembly began on Maidan. The oppositional leaders had returned from negotiations with Yanukovych and people were waiting to hear of the results. And this is what they heard.

A PEOPLE’S RADA IS CREATED IN UKRAINE INSTEAD OF THE VERHOVNA RADA 

On the statutory meeting of the People’s Rada (People’s Council) of Ukraine the Declaration to announce the People’s Rada of Ukraine was ratified.

The People’s Rada of Ukraine is a representative organ of the people’s deputies of the protection of the Constitution, said MP of “Batkivschyna” Andrew Pyshniy.

The Rada incorporates oppositional and individual MPs, that stand by protecting the Constitution, constitutional order and democracy, parliamentarism and oppose dictatorship and the usurpation of power by the Yanukovych regime.

The People’s Rada will exercise legislative power to monitor the implementation of issues that according to p.4 of the Constitution are in the authority of the Verhovna Rada and “are now usurped by the Yanukovych regime”.

According to the Declaration, in the Crimea, every area of Kyiv and Sevastopol, in the cities and regions on the basis of oppositional party factions in the regional, city and district councils the People’s Radas are formed as inter-factional parliamentary associations, which will protect constitutional rights and freedoms along with the People’s Rada.

The People’s Rada of Ukraine plans to organize and convene a Public Constitutional Assembly as an organ to draft a new Constitution of Ukraine, which is to restore legality and law and order, the balance between the branches of government, their independence from one another and the introduction of real local self-government in Ukraine.

The establishment of the People’s Rada shall be confirmed by citizens of Ukraine by collecting signatures.

The declaration mentions that the People’s Rada of Ukraine will form the People’s Electoral Commission from oppositional MP’s who are members of the counting board of the Verhovna Rada. The People’s Electoral Commission will carry out the national polls and determine their results. In Crimea, each oblast, region, district, and city people’s electoral commissions of deputies of the city, district and local councils from opposition factions will be formed.

Declaration on annoucing the People’s Rada of Ukraine

The People’s Rada (Council) announced preparations for the vote of no confidence in Yanukovych and the “regionals”

The People’s Rada created local radas and decided to prepare for the nationwide vote, according to the press service of “Batkivschyna”. The all-Ukrainian popular vote should deal with the no-confidence vote in President Viktor Yanukovych and his resignation in a constitutional way, no confidence in MPs who voted for the so-called “dicta torship laws” on Jan. 16th.

In addition, during the voting the People’s Rada legitimacy and authority shall be confirmed in a constitutional and legal manner by the people of Ukraine, constitutional order in the country shall be restored, construction of totalitarianism and dictatorship shall be made impossible, and a return to the Constitution of Ukraine, as amended in 2004, and “that was unconstitutionally and illegally canceled” shall be made.

Also, the voting should solve the issue of holding elections of Kyiv’s mayor and City Council. The People’s Rada of Ukraine also decided to form the People’s Electoral Commission and approve its personal composition as follows: Oleg Geleviy, Jaroslav Ginka, Gennadiy Zubko, Oleksandra Kuzhel, Irina Kupreychyk, Andriy Pawlowski, Vitaliy Chuhunnikov, Igor Shvaika. In addition, the People’s Rada had decreed the local People’s Rada’s to decide on the establishment of appropriate local People’s electoral commissions.

Klitschko: If the president will not cooperate, we will go on the offensive

Leader of the “Udar” party Vitali Klitschko said that they had not heard any reactions of the Maidan’s demands at the negotiations in the President’s administration today. He told this from the Maidan’s stage.
“I did not receive any answer as to whether the president is going to consider early elections. The resignation of the Cabinet on Ministers is possible, but it needs to be agreed on the next Rada session, and the consent of the Party of Regions is needed,” – he said.
“Maybe the laws that make every protester in Ukraine a criminal will beabolished. Every one of you standing on this square, may already be thrown in jail,” – he said.
“We can bargain to abolish the laws. Negotiations will continue,” – he said.
“You, Mr. President, have the possibility to solve this question. Early election will change the situation without blood. We will do everything to achieve this. Hear the people. Do not ignore them,” – Klitschko addressed turned Yanukovych from the stage.
“If you do not hear people, they will do everything so you hear them.
“Tomorrow, if the President will not cooperate, we will go on the offensive. We have no other choice,” – said Klitschko.

He also claimed that the opposition uses every opportunity to avoid bloodshed.

“I want to again emphasize that we are using every opportunity to ensure that there will be no more deaths, to avoid people killed from bullets,” – he said, while informing about the creation of the People’s Rada.
“Today they are preparing to clear the square. We must do everything so that the cleaning does not happen,” – he said.
Klitschko also said that it is not worth to raise the issue of leadership is not worth it.
“The question of leadership does not stand. I will not compete with others as to who will stand, who is taller, who is more eloquent. I am with each of you here in the square. If we will have to stand + we will stand. If we will need to go and fight – we will go and fight… If we will need to go under bullets, I will go under bullets. I will defend the interests of the people, I aspire to live in a normal country, like many of you, where law is present, where there is no lawlessness,”- he said.

The warning strike will happen tomorrow

On Thursday the second round of negotiations with President Yanukovych to resolve the crisis in the country will be held, and the opposition proposes to hold the warning strike.
This was reported by “Udar” leader Vitaliy Klitschko.
“Tomorrow afternoon we will have the second part of the negotiations. At 12 o’clock – a warning strike. Go out for half an hour – an hour, if possible. Go out ot he administrations, go out, express your vision, your resistance, peaceful resistance,” – he called .
“Call your friends. This is important to do, to show to the authorities,” – he added.
Thus Klitschko said that a nationwide strike is being prepared.
He persuaded the people on the Maidan to change each other, get warm, and return again.
“We will everything tonight so that there will be no possibility to clear away Maidan,” – he added.

One of the Ukrainian opposition leaders Oleg Tyagnybok called for the fight “on every piece of land”.
He said from the stage during the National Viche on Maidan: “The death of 5 activists made Ukraine different, and the words “they’ll make us or we’ll make them“ obtained specific content”.
Tyagnybok reported that the opposition will collect signatures in order to legitimize the activities of the People’s Council established today. “We have become a disciplined , unified army that will lead us to victory against the regime ,” – said Tyagnybok.
“The desire for revenge is honorable , but remember: we are responsible for tomorrow, and revenge is a dish eaten cold ” – added Tyagnybok.

During his speech in the Maidan the leader of the faction “Batkivshchyna”Arseniy Yatsenyuk declared that the president Viktor Yanukovych has one day to stop the bloodshed in Ukraine.
“This might be the most dramatic and tragic day in the history of our country. 5 persons who had families and bright future were shot”, he said.
“There are two ways out for us. The first one is to stop the bloodshed. We have only 24 hours for this. If this does not happen, then, I will say for myself – I will not live with the feeling of shame. We will go ahead tomorrow: if I get the bullet in the forehead, then it will be bullet in the forehead. At least this will be honest, fair and brave”, stated the oppositionist.
Yatsenyuk called Yanukovych to take the decision because his own decision Yatsenyuk has already taken.
He declared, “Now we have to protest Maidan. I declared publicly that I will do everything possible for every person to save his / her life, for our country to remain as one state.”
Earlier on Wednesday five people died during the mass clashes with the police.
The leaders of the opposition visited the Administration of the President to negotiate with Yanukovych, however, they told that those negotiations brought no results.
